The Inspection and Certification Third Party on Due Recycled Waste(waste batteries and waste lamps)

The project period was from January 1, 2019 to December 31, 2020. The main objectives of the project included the quantity auditing, collection and recycling, operation processes auditing, environment auditing, accounting functions auditing, and recirculates and wastes’ flow direction auditing. The auditing and certification quantity of waste batteries was 7,723,726 kg, the auditing and certification quantity of waste lamps was 8,627,455kg. The total trips of the operation processes auditing were 2,128 trips (1,127 trips in 2019 and 1,001 trips in 2020). For the results of environment auditing, there were 2 punishments filed by the competent authority for waste batteries , 1 violation of waste phosphor storage over 3 months for waste lamps. As the results of recycled materials and wastes flow direction auditing, 540 field inspections were completed. For the accounting auditing, there were 21 field inspections completed for waste batteries, 12 field inspections were completed for waste lamps, there was no critical failed compliance. For the storage auditing,125 field inspections were completed for waste batteries,72 field inspections were completed for waste lamps. As the results of internal control auditing semiannually, there was no critical failed compliance for total 12 field inspections. As the statistics of abnormal events, total 63 times occurred for waste batteries, including 24 notifications and 36 general abnormal events. For waste lamps, total 84 times occurred, including 46 notifications and 37 general abnormal events. All the abnormal events were improved. The scoring penalty for the recycling facilities was counted only 1 point. The major causes for the scoring penalty was the waste phosphor storage over 3 months for waste lamps. There were 4 system inspections, 24 unnoticed field inspections and 134 CCTV inspections for internal auditing. For external auditing, 12 unnoticed field inspections and 2 control center system inspections had been completed. All the faults discovered by specific auditing team had been improved. The project completed 162 samples of TCLP test and total mercury analysis, 31 times of weight scale examination and 4 times of mercury concentrations testing in Blood, urine and hair for auditors. For the personnel education and training, the project had hold 3 educational sessions for related personnel on February 16~17, 2019, February 8, 2020 and May 30, 2020. And completed 24 educational meetings. During the project period, carried out 26 applications for newly set up or modified of 6 subsidized recycling facilities.
